Mission Statement
To ensure sustainable all-round growth of human resources in Defence HQs and Inter Service Organisations through following measures:
Conduct Regular Training Needs Assessment: Regularly assess the training needs of AFHQ civilian employees to identify areas where they require further training and development.
Design and Develop Relevant Training Courses: Based on the identified training needs, design and develop training courses that are relevant and effective in addressing those needs.
Achieve the National Training Policy Goals: Ensure the achievement of the National Training Policy goals by providing "Training for All" AFHQ civilian employees and creating a training culture that emphasizes the importance of continuous learning and development.
Organising training programmes,Lectures,Workshops and Seminars :These events should aim to enhance the overall functional management and specialization of AFHQ civilian employees, providing opportunities for them to learn from subject matter experts and share knowledge with peers.
Facilitate Advanced Training Opportunities: Identify and facilitate advanced training opportunities for AFHQ civilian employees in specialized areas of management and other relevant fields, in reputed institutions.
Diversify Training Strategies: Develop and offer diverse training strategies that are flexible, adaptable, and tailored to the specific needs of AFHQ civilian employees.and
Establish a Learning Resource Centre: Establish a dedicated learning resource center to provide easy access to training materials, online resources, and other tools that can aid in continuous learning and development for AFHQ civilian employees.

Activities
DHTI is the Central Training Institute (CTI) for the Armed Forces HQs (AFHQ) Services. It was established in 2003 with the aim of providing training and development activities for civilian personnel in the Armed Forces Headquarters and Inter-Service Organizations. The training is conducted for various AFHQ services, such as AFHQ Civil Services, AFHQ Clerical Services, and AFHQ Stenographers Service, in accordance with the National Training Policy and related guidelines issued by the Department of Personnel and Training (DoPT) from time to time.
The training activities are planned through an Annual Training Plan (ATP), which includes around 150 courses for cadre training and specialized training courses. Approximately 2000 personnel participate in these courses annually. Under the guidance of the Training Manager, training interventions are planned for entry level, mid-career level, orientation, and refresher levels. There are nine in-house faculty members, most of whom are National Resource Persons developed by DoPT and are conducting training courses all over the country.
Services officers, PBORs, and Ministry of Defence officers regularly participate in a number of training courses conducted in areas such as Defence Procurement, RTI, Preparation of Cabinet Note, Security Consciousness, Vigilance Administration, and Short Term Computer Courses.
DHTI also provides training for Service Officers on Civilian Personnel Management, covering crucial aspects of Establishment, Administration, and Finance.
Upon demand from various institutes, DHTI extends training assistance to Gp A Probationers of Indian Defence Estates Service, Indian Information Service, Indian Postal Services, through its outreach program, etc.
DHTI is the nodal agency for nominating officials for courses being conducted by various training establishments like the National Defence College (NDC), Defence Services Staff College (DSSC), College of Defence Management (CDM), Energy Resources Institute (TERI), Management and Development Institute (MDI), National Institute of Financial Management (NIFM), Indian Institute of Public Administration (IIPA), Institute of Secretariat Training and Management (ISTM), and DOPT to fulfill the training and development needs of the AFHQ cadres.
DHTI caters to the training needs of civilian personnel in Command HQrs/Regional Training Centres of Army HQrs and provides faculty assistance to Air HQrs for their various training programs for civilian personnel across India. Additionally, DHTI organizes training programs for SOs of CSS posted in MoD.

Procedure followed in decison-making
Norms for organizing in-house training courses at DHTI
Approval of JS & CAO is obtained in respect of Annual Training Plan (ATP) of the Institute which contains list of Cadre Training Plan (CTP) and other Specialized Courses.
Following procedure is adopted to implement the courses under training calendar :-
(i) For courses under Cadre Training Plan (CTP) :

List of eligible participants is obtained from CAO/P Division.

The participants are detailed for the courses in order of seniority with the approval of Director(DCW&Trg).

Mostly sessions are taken by in-house faculty members. But Guest Lecturers from approved faculty list are invited to deliver lectures for specialised topics.

All necessary administrative & financial arrangement are made for organizing the training course smoothly.

Certificates are prepared and distributed to the participants after completion of the course.
(ii) For courses other than cadre training programmes :

Circulars are issued calling for nominations of Officers / Staff of AFHQ Services for officers posted in and around NCR area
-
The nominations received are scrutinized and eligible participants are intimated regarding acceptance of nominations.

Most of the sessions are taken by in-house faculty members, but Guest Lecturers from an approved faculty list are invited to deliver lectures for specialized topics.

All necessary administrative & financial arrangement are made for organizing the training course smoothly

Certificates are prepared and distributed to the participants after successful completion of the course.

(iii) Procedure for Nomination and Selection
- The circulars are issued from concerned Department/Institutes such as DOP&T, NIFM, Faridabad and Min of Defence, etc, on the basis of the same DHTI invite nominations from eligible officer/officials.
- Training circular is circulated among three Service HQs/ISOs as per the standard distribution list for further distribution and published on the Website of CAO’s office
- After the last date of receiving the nominations in DHTI, the nominations are put up to the competent authority for approval.
- For long-term courses,APAR profile for the last five years is considered as one of the criteria.
- For long-term courses vigilance clearance is obtained.
- All factors remaining equivalent, seniority is given preference. Profile of courses already attended is also considered before accepting nominations.
- JS & CAO is the competent authority for approving the nominations for long term courses.
- Director (DCW&Trg) is the competent authority for approving nominations for short- term courses
