PERSONNEL & LEGAL DIVISION

Personnel & Legal Division is under the overall charge of Dy CAO(P &L) who is also the Liaison Officer for OBC employees of AFHQ/ISOs. There are seven Sections in this Division. The Division looks after the Personnel Management of employees of AFHQ Civilian Cadres and is assigned with the following responsibilities :-


(a) CAO/P-1(A)

This section looks after the Personnel Management of employees of AFHQ Civil Service (Principal Director, Director, Joint Director, Deputy Director, Section Officer) and is assigned with following responsibilities :-

(i) Posting and Transfer in AFHQ & ISOs;

(ii) Posting and Transfer under turn over policy;

(iii) Posting and transfers within CAO’s Office;

(iv) Convening of DPCs;

(v) Fixation of seniority;

(vi) Removal from Probation/Confirmation in service and Promotion;

(vii) Grant of financial upgradation under MACPS, NFSG;

(viii) Maintenance of Personnel Data of all the employees in above grades;

(ix) Processing of Resignation;

(x) Review under FR-56(J); and

(xi) Court cases pertaining to above mentioned subjects.

(b) CAO/P-1(B)

This Section looks after the Personnel Management of employees of AFHQ Civil/Clerical Service (Assistant, UDC and LDC) and is assigned with following responsibilities :-

(i) Posting and Transfer in AFHQ & ISOs;

(ii) Posting and Transfer under turn over policy;

(iii ) Posting and transfers within CAO’s Office;

(iv) Convening of DPCs;

(v) Fixation of seniority;

(vi) Removal from Probation/Confirmation in service and Promotion;

(vii) Outstation posting;

(viii) Grant of financial upgradation under MACPS, NFSG;

(ix) Maintenance of Personnel Data of all the employees in above grades;

(x) Processing of Resignation;

(xi) Review under FR-56(J);

(xii) NOC for Inter-departmental transfer;

(xiii) Processing of the deputation cases for Cadre Controlling Authority approval for all grades; and

(xiv) Court cases pertaining to above mentioned subjects.

(c ) CAO/IMPLEMENTATION CELL

(i) Handling of Court cases on seniority dispute in various grades of AFHQ Civil Service and AFHQ Clerical Service;

(ii) Conduct of Review DPCs in implementation of Court Judgments; and

(iii ) Preparation/issue of Revised Seniority Lists based on Court Judgments.

(d) CAO/APAR (P-1) CELL

(i) All matters relating to maintenance and upkeep of Annual Performance Appraisal Report (APAR) in respect of AFHQ Clerical Services and AFHQ Civil Services;

(ii) Processing and Disposal of Representation, Presidential Appeals against adverse reports in APARs; and

(iii) Court cases pertaining to the above mentioned subjects.

(e) CAO/P-2(A)

This section deals with following subjects pertaining to civilian technical staff, Stenographers of AFHQ Cadre, Official Language (OL) Cadre :-

(i) Posting / Transfer in Service HQs and ISOs;

(ii) Posting / Transfer under turn over policy;

(iii) Posting / Transfers within CAO’s Office;

(iv) Holding of DPCs for removal from probation & confirmation and promotion;

(v) Holding of Departmental Screening Committees for grant of financial upgradation under ACP/MACP Scheme;

(vi) Holding of Departmental Screening Committees for grant of NFSG (Steno & PS);

(vii) Holding of Departmental Screening Committees for Outstation posting;

(viii) Resignation from Service;

(ix) Review under FR-56(J);

(x) Deputation, fixation of seniority of personnel held in these grades; and

(xi) Court cases pertaining to above.

(f) CAO/P-2(B)

This section deals with following subjects pertaining to civilian staff viz EDP Cadre, Binder Cadre, JCB etc. Departmental Canteen staff, Group `C’ (erstwhile Group `D’) employees :-

(i) Posting / Transfer in Service HQs and ISOs;

(ii) Posting / Transfer under turn over policy;

(iii) Posting / Transfers within CAO’s Office;

(iv) Holding of Departmental Promotion Committees for removal from probation & confirmation and promotion;

(v) Holding of DSCs for grant of financial upgradation under ACP/MACP Scheme;

(vi) Holding of DSCs for Outstation postings;

(vii) Resignation from Service;

(viii) Review under FR-56(J);

(ix) Deputation, fixation of seniority of personnel held in these grades; and

(x) Court cases pertaining to above matters.

(g) CAO/APAR (P-2) CELL

(i) All matters relating to maintenance and upkeep of Annual Performance Appraisal Report (APAR) in respect of AFHQ Technical Services and AFHQ Stenographers’ Services;

(ii) Processing and Disposal of Representation, Presidential Appeals against adverse reports in APAR; and

(iii) Court cases pertaining to above mentioned subjects.

(h) Legal Cell Legal Cell is responsible to defend all Court/CAT cases filed by AFHQ Civilian employees pertaining to their service matters and cases filed by Service Officers under Public Premises Act, 1971 arising out of the orders of Estate Officer/Allotment of Govt accommodation.
